Draft Minutes of the Second Meeting of the IAGA Conference of Delegates, 10 July 2003 in Sapporo

Nineteen of the twenty-two accredited Chief Delegates were present at the meeting so a quorum was present (see Appendix A). Many other IAGA scientists were also present.

The President, David Kerridge, opened the meeting at 1610 and presented an agenda slightly modified with regard to the order in which the agenda points would be taken up (see Appendix B). After a brief discussion a modified order of business was accepted unanimously.

Election of the new Executive Committee:

The elections began with that for President followed by those for the Vice-Presidents, Members and, finally, the Members from Developing Countries. With the exception of the election for the Members from Developing Countries, unsuccessful candidates at each election became candidates for the subsequent stage. The 19 Chief Delegates voted and the outcome was the following:

IAGA President: Charles Barton (Australia)

Vice-Presidents: Eigil Friis-Christensen (Denmark),Yohsuke Kamide (Japan)

Members: Jan Lastovicka (Czech Republic), Vladimir Papitashvili (USA), Kathryn A. Whaler (UK)

Members from Developing Countries: Mangalathayil A. Abdu (Brazil), Gurbax S. Lakhina (India)

(The position as Secretary General was not up for election.)

Nine IAGA Resolutions were presented to the Conference of Delegates. After discussion resulting in some amendments they were all accepted in principle. It was left to the Resolutions Committee to make the final adjustments to the wording of the amended resolutions. The IAGA resolutions in their final form can be found in Appendix C.

Proposals from the IAGA Task Group for IGY+50 programme were described by Dan Baker, the IAGA representative on the IUGG Committee for IGY+50. The report is shown as Appendix D.

The President presented the list of new leaders of the IAGA Divisions and Commissions brought forward from the Business Meetings of the individual Divisions and Commissions (Appendix E). He noted that the geographical distribution of the new leaders was less than ideal, but reported that the Executive Committee had, after lengthy discussion, decided to accept the list as it reflected the opinion of active scientists in the respective fields. The Chief Delegates from Canada and several other countries considered the geographical distribution unacceptable and moved that the list should be sent back to the Executive Committee for revision.

For the purposes of the vote on the motion the President declared that the question was scientific and so all present at the meeting were entitled to vote. The Meeting voted on the proposal to refer the list of Division/Commission Leaders back to the Executive Committee for revision. The outcome was as follows:

12 votes for the proposal
17 votes against
4 abstentions.

Thus the list of Leaders put forward by the Divisions and Commissions was accepted.

The President informed the Conference of Delegates about the Executive Committee's decision on the future of the Inter-Divisional Commission on History (see Appendix F).

The President finally briefly informed the Conference of Delegates about actions taken by the Executive Committee after the first meeting in Sapporo (Appendix G), about the budgets for 2003-2005, and about the plans for the IAGA Scientific Assembly in Toulouse in 2005.

The meeting was closed at 1830.
